6/20/09 Board Meeting Minutes Summary

Total Present: 20 - 8 board members, 11 residents and Metcalf.

Minutes: 4/18/2009 Board Meeting Minutes was approved.

Bills: Motion to pay bills in the amount of $6,344.57 was approved.

May, 2009 Beautification Award: Congratulations Bill and Jean Murray - 5846 Princess Blvd.

Board Approvals (Feb. - May, 2009): Fence, security door, patio addition and storage building.

Signs: The Board has selected a sign to be purchased in the amount of $42.55 which states NO SOLICITING, LOITERING, TRESPASSING.

Mayor Sanders advises speed signs cannot be placed as our roads have not been finalized. He will check into a Litter Sign to be placed on the road just prior to entering Heather Pointe.

News Letters: 2nd Quarter News Letter was developed, issued and delivered by Gloria Vail. 3rd Quarter News Letter is scheduled for delivery on 8/15/09. The main purposes of the News Letter are to keep us informed regarding our neighborhood, promote community involvement and encourage everyone to get to know their neighbors.

Pavement Issue: The Board continues to work to resolve the pavement issue. Developer John Millington is to provide the bonds/CD issued by Compass Bank along with a Letter of Release to Tracy Pate of the Jefferson County Roads and Traffic Department who currently have no record of the bonds/CD. Ms. Pate has provided Mr. Millington with her contact information and has offered to meet Mr. Millington at the bank. The Board will continue to follow up with Tracy Pate on a monthly basis.

Violations: Metcalf to provide list of homes having received violation notices which have not complied. Metcalf inspects weekly or bi-monthly. Current common violations are overgrown grass, swing, satellite dishes and fences. The Board inspects on a weekly basis for overgrown grass, siding, garbage cans visible from the street, parking, blinds or window treatments and appearance of front of property.

Procedure for Reporting Violations: Email heatherpointe@gmail.com. Include violation, house number, date, time and picture. If road and/or parking violation, then provide violation, make, model, color and license plate number.

Speeding: Neighborhood speed limits are 15 - 25 MPH. Sheriffs have pulled people over in our development for exceeding the speed limit.

Solicitation: The City of Pinson has no solicitation ordinance. Everyone coming into our neighborhood must have a Pinson City Business License. Ask to see their license. If they don't have one, report them providing the business name, address, phone number, contact person, etc.

Homeowner Association Dues: Final Notices were sent on 5/4/09. Metcalf provided an updated list of unpaid dues. Homeowners with delinquent accounts should immediately contact Metcalf to make (and keep) arrangements on arrearage balances. The Board will decide at the August 15, 2009 meeting against which homes liens will be placed.

No Directional for Sale Signs (Signs not in homeowner's yard) : A motion was made and carried to add to our Rules and Regulations.

Yard Sales: Yard sales are not to be conducted as a business or be too frequent. Signs are to be removed immediately following the sale. Duration to be decided upon.

Landscaping Committee: Detail Services maintains the front entrance on an every other week basis. Volunteers are needed to weed and pick up trash the rest of the time. To join this committee please email cahalderman@yahoo.com.

Neighborhood Watch Program: The first meeting is to be held by the end of July. Please email heatherpointe@gmail.com if you are interested in joining.

Burglaries: There have been approximately 13 home break-ins since November, 2008. Daytime robberies carry a lesser sentence. This month, two were apprehended as the result of a neighbor calling the sheriff to report seeing two guys at a neighbor's home who was at work at the time of the robbery. Their hearing is scheduled June 30, 2009. If you have been a victim of a break-in and evidence was collected at the time of the incident, please email your information to cahalderman@yahoo.com.

Front Entrance Sprinkler System: The sprinkler has been fixed thanks to our President, Liz, who wears many hats.
