Heather Pointe Board Meeting


The Heather Pointe board met with Metcalf Realty, February 18, 2011, 9:30 a.m. at the Metcalf office. In attendance were HOA President Liz Reiff, Secretary Sylvia McClain, Sabrina Gaddy, Metcalf Property Manager, and Lisa Herron, Metcalf Accounts Receivable.

The basis of the meeting was for Heather Pointe HOA and Metcalf Realty to have a face-to-face conference on the status of the Heather Pointe community, its finances and its future. Without adequate finances continuation of grounds maintenance, streetlights, liability insurance, back flow testing and other requirements will have to be curbed or stopped. Reference was made to the streetlights blackout two years ago caused by delinquent homeowner dues. The backflow testing for 2010 exceeded the amount from previous years. Sylvia McClain will research finding another certified company to do the test for the fall of 2011 since the test must be done yearly and results submitted to the Birmingham Water Works.

Discussion included strategies to collect outstanding dues debts from delinquent homeowners and foreclosed homes. Several homes have been either foreclosed or are in bankruptcy. Foreclosed homes will have dues paid by the banks that have seized them. Bankruptcy homes will not have dues fulfilled until after the home is sold which could possibly take years.
One home has been sold with the new owners closing in February 2011.

A grace period has been extended for this year to homeowners who pay their dues in full by February 24, 2011. Since this date encompasses the original due date accounting cycle, the HOA board decided to extend this courtesy to residents. A late fee will be applied to all payments received after this date.

Liens will be removed from properties whose owners’ accounts are no longer in arrears. Liens will be inspected each month with findings reported to the HOA President.

The meeting was dismissed at approximately 10:50a.m.

Board Meeting Minutes Summary

The meeting was called to order at 9:00am by Liz Reiff, President at the Pinson Community Center

I. Liz Reiff led prayer


II. Roll Call: Liz Reiff, President

Metcalf representation: Sabrina Gaddy-not present
Protocol for meeting: Liz Reiff stated meeting will be conducted by Board Members; residents will be heard at the end.
Liz Reiff motioned to waive reading of March 30, 2010 HOA meeting and approve as written; 2nd by Elaine Perry


III. Committee:
Finance:
Elaine Perry read total of bills from period of April-Oct 2010) and motioned to pay $17,551.30; 2nd byLiz Reiff
Neighborhood Watch Program: Liz Reiff stated Mayor Sanders replied to email that the City of Pinson is responsible for road work and he will look into the speed signs on 10-22-10. There will be no need to purchase U-Channel Poles (very expensive) for the Neighborhood Watch signs the City of Pinson provided to Heather Pointe as they will be installed below the
speed signs. There may be a cost involved if nuts and bolts need to be purchased.
Landscaping Committee: Liz Reiff, updated as follows: front entrance will have fall flowers, sprinkler system is not working and will need to be repaired in 2011. Lights on left hand side (coming into neighborhood) will cost approx $50.00 to have someone come out to look at and repair, unless there is something other than running the wire wrong with them, then
there could be some additional cost. These issues will be tabled until 2011.


IV. Old Business
Pavement-Liz Reiff, should be paved soon.
Liens: Liz Reiff, liens have been place on all homes that have a past due. Each year liens have to be filed if resident has not paid, ie if resident owed for past years and has not paid current years dues a new lien has to be filed to indicate the true amount owed. Metcalf charged for 48 Liens @ $12.00 and $175.00 for Lien Preparing and Filing Fee. Total = $751.00.
Metcalf did not charge for some liens that were filed.
Dues Paid for 2010: Liz Reiff, went over the 2010 Budget and because of other income - late charges, violation charges and service charges the HOA is currently in a positive position. There has been collection on past dues. This positive position will not remain at the end of Metcalf's contract if the residents who have liens fail to make their due payments. Foreclosure
on homes in our community is rising.


V. New Business

VII. Resident Comments
6065-Greg Anderson-wanted to know the common areas, if we could hire someone to do all the lien work, etc. . .
5915-Johnathan Brogdon commented on management and gave a legal perspective on the HOA taking back the association and hiring a resident to perform the duties that Metcalf performs for us.
5829-Veronica Elder spoke about dues and thanked the board for what we have accomplished.
5931-Barbara Lewis-question about the 2011 Due letter.
205-Bob Brakefield-how to go about doing away with the association, wondered if he could take up silk fence that separates his property from the common area property.
261-Carol Halderman-spoke about the common area, flower pot stolen
5846-Jean Murray-agrees with 3rd party handling collections, Bill commented on the foreclosure issue.
Liz Reiff, will email B Brakefield some information about dissolving the HOA from the internet. It is very difficult as there are responsibilities that have to be met and someone has to take over those responsibilities and she did not think the City of Pinson would be receptive to take on these responsibilities.
Comment by Liz Reiff, about hiring someone to do the tasks that Metcalf provides to us and how she felt it would not be able to be done.

Happy 2011

SMOOTH DRIVING
2011 begins anew with smooth driving on the streets of Heather Pointe. After six years of pleading to have the streets of Heather Pointe paved, it has finally happened. No one will miss the potholes, dips and bumps that have plagued the community since its beginning. Without Liz Reiff's unwavering petitions for help to the Pinson City Council, none of this could have happened. This feat may have been accomplished sooner had there been more resident representation at Pinson City Council Meetings.

There is strength in numbers.

The story is told of a mouse who spies a farmer opening a package
which contains a mousetrap. Alarmed, he tells the chicken.


The chicken tells the mouse it is to bad for the mouse but, is of no concern to
her.


The mouse then tells pig who sympathizes with him and tells the mouse that he'll pray for him.

The mouse tells the cow about the mousetrap. The cow is unfazed and only reponds with, "Duh?"

Feeling dejected and alone, the mouse returns to his home in
the wall.

During the night a sound was heard throughout the house, like the sound of a mouse trap catching its prey.

The farmer's wife rushed to see what was caught.

In the darkness, she did not see that it was a venomous snake whose tail the trap had caught.

The snake bit the farmer's wife.

The farmer rushed her to the hospital. She returned home with a fever.

Now everyone knows you treat a fever with fresh chicken soup, so the farmer took his hatchet to the farmyard for the soup's main ingredient.

His wife's sickness continued so that friends and neighbors came to sit with her around the clock.

To feed them, the farmer butchered the pig.

The farmer's wife did not get well, in fact, she died, and so many people came for her funeral the farmer had the cow slaughtered to provide meat for all of them to eat.

So, the next time you think that something doesn’t concern you or that someone else will do it , remember that what concerns the least of us really concerns ALL of us.

Each year we make resolutions. We make a pledge to better ourselves in some way. By now you should have received correspondence from Metcalf. Enclosed along with your yearly dues letter is a form asking for board members.
Why not make becoming a part of your HOA one of your resolutions. By participating you will have knowledge of its inner workings and have a voice. Board meetings are held quarterly and Homeowners meetings once a year. Decide to become more involved in your community for 2011.

Speed Limit Signs have been installed.

Observation of the 20 mph speed limit in Heather Pointe will make the neighborhood safer for children and pedestrians.
